We Handle Your Sidewalk Repairs Start to Finish

The City Says You're Responsible!!
We Say, No Worries. We’ll Handle It.

If you’ve received a sidewalk violation letter or noticed city crews patching sidewalk cracks outside your home, chances are the City of San Diego has placed the responsibility of sidewalk repair on you.

Confused? Frustrated? You're not alone.

San Diego’s Safe Sidewalks Program puts the cost and burden of permanent sidewalk repairs on property owners, even when the damage happens in the city’s right-of-way. But don’t stress, Rose Concrete and Development is the only contractor in San Diego who’s cracked the system. We’ve helped residents just like you navigate the city’s red tape and get their sidewalks fixed fast, legally, and affordably.

What Is the Safe Sidewalks Program and Why Are You Suddenly Involved?

The City of San Diego maintains over 4,500 miles of sidewalks, but only takes responsibility for a fraction of them.

Here’s what’s really happening

A neighbor reports a cracked or uplifted sidewalk using the Get It Done app.

  • The city sends crews to install a temporary asphalt patch.
  • Then, they review the case to decide who’s financially responsible.
  • If it’s near your home and doesn’t meet City-maintained criteria, you get the bill.

Per California Streets and Highways Code Sections 5610–5629, you, the property owner, must repair sidewalk damage caused by

  • Tree roots from your private trees
  • Aging concrete or general wear and tear
  • Poor grading or ground subsidence
  • Any damage not caused by City activity or infrastructure

If that’s the case, you’ll receive a Notice of Responsibility from the City, and a timeline to get it repaired.

  • A man is spreading concrete on a sidewalk with a trowel.
